Form One Drop Out Faked His Way To Top Jobs Now Arrested

A Ugandan man purporting to be Moses Otieno, Nobert Muhuro Ikunda, Hope Lubega and Robert Mwanyalo has been arrested by the Kenyan police for forging academic certificates which have got him into top government positions and executive positions in private companies.
Up until last week before his arrest, the man was working at the Public Service Commission as the Deputy Director of Information Communication Technology (ICT).
Investigations reveal that he worked as an ICT Assistant at the UN Office in Nairobi and later moved to head the IT section at the Standard Chartered Bank.
Dating back to 1995, the man who holds four names was the technical service manager at Siemens Telcom and later joined Business Technology (BIT).

His Work Experience

After working at BIT, he joined the United Federation of the Red Crescent in 2001 to work in their technical support department and joined Deloitte as the systems administrator until 2006.
For the next 4 years, he was working at Standard Media Group as the head of ICT and later resigned to join Kenya Seed as the chief information officer until 2012.
His next job was at Nzoia Sugar Company which he worked between 2012 and 2014, heading ICT.
Fast forward to his arrest last week, he was working at the PSC headquarters as the Deputy Director in the ICT department since 2015.

His Real Identity

Police have identified that the man was born in Uganda and attended Magwa Primary School in Jinja. He left Uganda for Kenya where he joined Apuoyo Primary School as a Standard eight pupil.
Investigations claim that he was admitted to form one in Yala in 1986, but dropped out and moved to Nairobi where he lived with a relative.

Fake Documents

On his arrest last week, the Ugandan man was found with three birth certificates and two national identity cards.
Police also found with him two masters degrees, two certificates and a Bachelor of Science Degree. Alongside these, he was also found with three Kenyan passports.
Document examination experts determined that all the papers and documents he had were forgeries.

Criminal Record

On further probing, police also established that the man has a criminal record, which raised questions about how he was able to work in some of the top Government offices and companies, after being convicted for forgery.

How he was found out

 The truth came to light when PSC vetting programme identified gaps in his history, which has led to security experts recommending that vetting should be intensified in government agencies to reduce the probability that unqualified people are holding key positions.
As of now, the man has been arrested by officers from the Directorate of Criminal Investigations and is scheduled to be charged at Milimani Law Courts on Friday.
