Responsibilities

  • Supervising staff in the unit;
  • Coordinating the implementation of human capital strategies, policies and programmes/work plans;
  • Establishing and managing an efficient and effective, professional and sustainable human capital system;
  • Overseeing and managing performance management and incentive systems;
  • Analyzing the utilization of human capitals in MSEA and advising on proper deployment;
  • Coordinating, monitoring and evaluating staff training and development programmes;
  • Ensuring implementation of computerized human capitals management infrastructure;
  • Managing all industrial relations issues safeguarding organization’s assets;
  • Ensuring cleaning of offices and compound.

Qualifications

  • Served as an Assistant Director, Human Capital and Development or in a comparable position in public/private sector for a minimum period of three (3) years;
  • Bachelor’s degree in any of the following disciplines:- Social Sciences such as Human Capital Management/Human Resource Management, Public Administration/ Business Management, Sociology, Economics or any other relevant qualification from a recognized university/institution;
  • Master’s degree in any of the following disciplines:- Social Sciences such as Human Capital Management/Human Resource Management, Public Administration/ Business Management, Sociology, Economics or any other relevant qualification from a recognized university/institution;
  • Attended a Strategic Leadership Development Programme/ Management Course lasting not less than six (6) weeks from a recognized institution;
  • Membership to a professional body such as IPM, KIM, IPS, IHRM, AAPAM, KAPAM or any other recognized professional body/association;
  • Certificate in Human Capital from a recognized institution; and
  • Proficiency in computer application; and
  • Demonstrated integrity, professional competence and management capabilities as reflected in work performance and results

In addition, all prospective candidates MUST satisfy the requirements of leadership and integrity as set out in Chapter six (6) of the constitution of Kenya and attach the following documents to their applications:-

  1. Ethics and Anti-corruption Commission clearance Certificate (EACC)
  2. Kenya Revenue Authority Tax compliance Certificate (KRA)
  3. Higher Education Loans Board clearance Certificate(HELB)
  4. Certificate of Good Conduct from Criminal Investigation Department (CID)
  5. Certificate from Credit Reference Bureau
