1.0. Background

The Technical Assistance (TA) Support for the project from WHO to the Ministry of Health (MoH), Kenya will be based on and follow the procedural framework for such support from World Health Organization (WHO).

Kenya is a signatory to all the global strategies and commitments for ending preventable, maternal newborn, child and adolescent deaths. Despite the increase in access to services, high rates of adverse outcomes for childbearing women and their infants persist including Maternal and Newborn mortality, stillbirths, and short and long term ill-health. This is a reflection of the quality of antenatal, intrapartum postnatal and skilled-birth services in our health facilities.

The Ministry of Health through the Department of Standards, Regulation and Quality Assurance and Division of Health developed Maternal Newborn Health Standards for Improving Quality of Care and MNH Quality of Care Assessment tools in line with WHO Standards for Improving Quality of Maternal and Newborn Care in Health facilities (2021).

The MNH Quality of Care Standards document has been validated and finalized is awaiting printing and launching however there is need edit, design and format the “Maternal &Newborn Health Standards taking into account International Book Standards and branding guidelines and requirements of Ministry of Health.

1.1. Objective

The objective of the initiative/project is to edit, design, layout and format the “Maternal & Newborn Health Standards for improving quality of maternal and newborn care in health facilities 2021”

2.0. Scope of Work and expected outputs

2.1. Scope of work

Under MOH direct supervision and leadership, the designer will work with the teams on the following areas:

· Edit, design, layout and format the “Maternal & Newborn Health Standards for improving quality of maternal and newborn care in health facilities 2021” taking into account International Book Standards and branding guidelines and requirements of MoH/ donors/partners;

· Design and create appropriate covers/ illustration, art-work, tables, charts and other graphic elements for the “Maternal & Newborn Health Standards for improving quality of maternal and newborn care in health facilities 2021”

· Determine size and arrangement of illustrative material and copy, and select style and size or type;

· Develop infographics using supplied data to present core messages and organize complex information into visual representations;

· Advise on best design options (for the given content), and propose multiple versions for consideration;

· Liaise closely with MoH / point-persons on possible, progressive edits of content till the final document layout;

· Ensure that the final output for the “Maternal & Newborn Health Standards for improving quality of maternal and newborn care in health facilities 2021” will be the final web-ready and print-ready version.

3.0. Academic and Experience Requirements:

3.1. Functional Knowledge and Skills: –

· Excellent knowledge of and practical background in graphic design, including the use of design software such as Adobe Design Premium in-Design, CorelDraw, Final Cut HD, web design tools such as Dreamweaver and Flash, etc.

· Clear and mature style of design, demonstrating an understanding of the communication requirements of the Government of Kenya

· Good understanding of new and evolving technologies and digital platforms; Knowledge of standard software packages, including MS Office– MS Access–MS Visio –Adobe Acrobat

· Organizational skills, with ability to work to and meet deadlines

· Attention to detail and accuracy

· Written and verbal communication skills

· Interpersonal skills with ability to work in a team with multiple stakeholders and independently

3.2. Education Qualifications

Essential: A university degree or specialized college diploma in graphic design from a recognized university.

3.3. Experience

· Essential:

· Minimum of 5 years’ experience in graphic production from start to published/printed product with knowledge of printing processes (Offset and digital) and color management

Desirable: Working experience in development of related guidelines for the Ministry of Health, WHO, other UN agencies or other recognized national and international organizations.

3.4. Languages: Excellent knowledge of English.

3.5. Expected deliverable/Outputs

Ready for print new editions of 2021 of the Maternal &Newborn Health Standards for improving quality of maternal and newborn care in health facilities 2021.

4.0. Duration of the Work**

7 working days from the date of signing the contract.

A Final draft of the Maternal & Newborn Health Standards for improving quality of maternal and newborn care in health facilities 2021 document must be presented to the Division of Reproductive and Maternal Health (DRMH), Ministry of Health by 30th March 2021.
