JOB PURPOSE:

The Gender Justice and Women’s Rights Programme Officer will be a core member of the Gender Justice and Women’s Rights Programme team and will be responsible for implementing specific projects through effective programme management approaches, supporting partners to develop organisational capacity building, to deliver a high-quality women’s rights programmes and to establish and maintain linkages with other thematic and programmatic areas as well as with relevant state and non-state actors particularly at County level. The Programme Officer will be required to implement campaigning and influencing strategies, undertake research and monitoring, evaluation and learning as well as ensuring the programme takes into account active citizenship. The Programme officer will also support the Gender Justice and Women’s Rights Strategist as the gender focal point in Kenya, to ensure that gender is taken into account in the other programme themes.

The Programme Officer will also contribute to resource mobilization for co-financing of the projects to ensure that the programme is fully resourced.

This role will also contribute to the Humanitarian programme when required, including support to and participation in gender assessments that will inform programme design.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

Project implementation (Technical) 50 %

Under the technical guidance of the Gender Justice and Women’s Rights Strategist the project support officer will: –

  • Support partners in the implementation of gender and protection related project activities in compliance with donor guidelines and Oxfam SOP’s requirements,
  • Support in identifying and responding appropriately to gender and protection related needs /gaps as identified by beneficiaries and partners.
  • Conduct gender monitoring: collect high quality information through direct observation, focus group and community discussions, and key informant interviews in accordance with Oxfam’s guidelines and SOPs and review of activity reports for development and humanitarian projects.
  • In liaison with the local partners, take the lead responsibility in updating and disseminating the GBV referral pathways in the different implementation sites

Gender mainstreaming in the pillars 15%

  • Support the different program staff in identifying gender gaps in the different pillars including the Women’s Rights Programme
  • Provide input and comments on development and review of proposal, project/program plans, budgets, reports and policy papers and make recommendations for improvement.
  • Support in identifying and highlighting gender transformative achievements from the different pillars in quarterly, semi-annual, and annual progress reports as appropriate
  • Participate in program team meetings, campaigns, and civil society, Natural resources and humanitarian forums and ensure gender integration and Oxfam feminist principles are considered and discussed.

Project design and implementation (Women’s Rights Programme and Natural Resources and Governance and Accountability 20%

  • Support the effective, timely and quality delivery of project activities as assigned by project managers
  • Support in the timely and quality development of internal and external reports
  • Work with Oxfam project staff and partners in redesigning / designing projects and support in fundraising for project or program
  • Perform any other tasks that may be assigned by management
  • Support overseeing of implementation of activities by the partners to ensure gender mainstreaming.
  • Support in holding review/ coordination meetings with partners
  • Participate in internal / external meetings within the sector
  • Represent Oxfam in relevant sectorial forums/meetings

Research, Knowledge generation, campaign and policy influencing 15%

  • Implementation of specified components of different pillars as directed by the strategists that include gender responsive influencing of public policies, budgets, strategies, discussions and decisions for the benefit of the target women.
  • Support in carrying out rapid gender and protection assessments
  • Support the design and implementation of public offline and digital campaigns across the different pillars
  • Support in the documentation of case studies and human-interest stories with a gender perspective from the ongoing interventions.
  • Support in the documentation of lessons learned and best practices with a gender perspective from the different interventions.
  • Support in the preparation and consolidation of quality periodic project progress reports on gender related issues.

EXPERIENCE, KNOWLEDGE & COMPETENCIES

ESSENTIAL

  • Professional/Technical qualifications – a bachelor’s degree in gender and development, social sciences, law or governance-related field.
  • · A strong understanding of gender and women’s rights, development, and humanitarian issues and the political and economic context in Kenya
  • · At least 3 years’ progressive experience in designing and implementing development and humanitarian projects in Kenya.
  • Strong project management and quality knowledge, with ability to ensure consistent quality against standards and to implement effective monitoring and evaluation systems to assess and adjust performance.
  • Demonstrated experience in influencing public policies and positive practices with positive results to the poor and marginalized groups.
  • Demonstrated experience in managing partners including effective oversight and capacity building as well as mobilizing and organizing marginalized communities and groups to influence positive change to their lives.
  • Demonstrated experience in working with senior government officials both elected and the executive as well as civil society on diverse programmatic areas such as capacity building, policy enactments and implementation, and budget influencing.
  • Commitment to and good knowledge of working with networks, coalitions and a partnership approach across the spectrum of Oxfam’s work, including innovative approaches to capacity strengthening
  • Good knowledge of and experience in developing advocacy and campaign strategies and plans and successfully achieving external impact and change.
  • Demonstrated experience in managing and working with researchers and consultants which include developing the terms of reference and effective supervision.
  • Ability to gather and apply lessons learned and to communicate this learning effectively to influence others for action – both internal and external audiences.
  • Fund raising, donor reporting and budget management skills.

  • Proven analytical and conceptual thinking.
  • · Strong organisational and personal management skills, with ability to prioritise work issues to meet deadlines with minimal supervision and adjust to constantly changing situations while maintaining focus on delivery and follow-through.
