Qualifications

For appointment to this position, a candidate must:-

  • Be a Kenyan citizen
  • Be in possession of a bachelor’s degree from a university recognized in Kenya. (A
  • Master’s Degree will be an added advantage)
  • Have a relevant working experience of not less than ten (10) years
  • Satisfy the requirements of Chapter Six of the Constitution on leadership and integrity
  • Be a professional who demonstrates absence of breach of the relevant professional code of conduct Not a Public or State Officer
  • Understand the diversity within the County
  • Be visionary and a strategic thinker
  • Capacity to work under pressure to meet strict deadlines
  • Meet other requirements as per Article 232 of the Constitution, Section 58 of the
  • County Government Act, and other relevant laws.

Duties & Responsibilities

  • Chairing meetings of the Board,
  • Guide the Board in Exercising disciplinary control over county public service,
  • Prepare regular reports for submissions to the county assembly on the execution of the functions of the board,
  • Promote the County Public Service values and principles referred to in Articles 10 and 232 of the Constitution of Kenya 2010,
  • Advice the County Government on human resource management and development,
  • Advice the County Government on implementation and monitoring of the national performance management system in the county,
  • Make recommendations to the salaries and remuneration commission on behalf of the county government on the remuneration, pension and gratuities for county public service employees,
  • Perform other duties as per Section 59 of the County Government Act

    • Kenya revenue authority;
    • Ethics and anticorruption commission;
    • Higher education loans board;
    • iAny of the registered credit reference bureaus;
    • Directorate of criminal investigations (police clearance certificate)
  • Letter of recognition of qualifications from the commission for university education (CUE) for any degree obtained from foreign universities; and
  • Recommendations from relevant professional bodies (where applicable) or current membership/practicing certificate.
