Job Purpose

The position exists to provide strategic direction and leadership to ensure optimal utilization of the Agency’s resources and Management of day-to-day activities of Finance, Information Communication Technology, Communications, Human Resource and Administration functions of the KWTA. The position also provides exemplary stewardship for the attainment of service delivery in the areas of accounting, finance, Human Resource, ICT and administrative systems and procedures for effective service delivery.

Key Responsibilities/ Duties / Tasks

Managerial / Supervisory Responsibilities.

  • Provide strategic leadership in the discharge of service delivery in accounting,  finance, Human Resource, ICT and administrative services. 
  • Provide leadership in the development of policies, strategies, programs,  performance contracting and work plans in the Directorate.
  • Oversee the development and implementation of sound financial management  policies and procedures. 
  • Oversee the development and management of internal controls and compliance. 
  • Oversee preparation of the Annual financial Statement of Accounts in  accordance with accounting standards and procedures. 
  • Participate in the development and review of the Agency’s strategic plan; 
  • Overseeing operations of ICT, Human Resources, Administration, Finance &  Accounting departments.
  • Mobilize resources from the government; development partners and other  stakeholders 
  • Coordinate and facilitate the implementation of training needs for the Agency;
  • Providing oversight to the Agency’s human capital affairs, ensuring that the Agency has the right and sufficient human resource to meet its objectives; 
  • Coordinate the identification of procurement needs of the Directorate.
  • Reviewing the Corporate Services business plans in line with the overall strategic  objectives and government performance contract;
  • Oversee implementation of Communication Strategy.
  • Offer expertise and advisory to the Chief Executive Officer and the Board on the  external landscape with respect to changing governmental legislation that  potentially affects and/or changes the financial, administrative, human resource  and IT requirements of the KWTA, including the new accounting standards in  order to continuously update; 
  • Develop and maintain systems of internal controls to safeguard the financial  integrity of the KWTA, monitors contracts, and ensures compliance with  government regulations. 
  • Prioritize resources allocated to the KWTA for the smooth implementation of the  mission, strategy, goals, risk policy plans and ensure the implementation of the  Resource Mobilization Strategy;
  • Provide leadership in negotiation of grants and contracts to ensure that all  financial requirements meet the KWTA’s best interests;
  • Oversight and responsibility for effective fiscal operations and reporting, human  resources and labour relations management, facilities management and  maintenance including capital development, auxiliary services, and public safety.

Operational Responsibilities / Tasks 

  • Review and submit work plans for the various Departments within the Directorate  to the Chief Executive Officer. 
  • Participate in developing Public Private Partnership program and resource  mobilization strategies.
  • Monitor and evaluate funds utilization and accountability.
  • Provide up to date, accurate and prompt management accounts and reports to  the management and the board.
  • Providing oversight for effective records management operations;
  • Ensure prudent and optimal utilization of Agency’s funds and Assets 
  • Mentor and coach Directorate’s staff.
  • Review, monitor and advice on the KWTA accounts, major capital expenditures  and performance at least on a quarterly basis;
  • Provide regular financial reports to the Chief Executive Officer, Board and Finance  Committee. 
  • Advice on current and/or anticipated changes in the financial position of the  Agency to ensure that all statutory requirements are met;
  • Coordinate and oversee the annual audit.
  • Work with the Chief Executive Officer and management team to proactively  eliminate financial and legal risk.
  • Oversee the development and implementation of corruption prevention  programme in line with EACC recommendations;
  • Review on a regular basis the adequacy and integrity of internal control and  management information systems including compliance with applicable laws,  regulations, rules and guidelines;
  • Take leadership in enhancement of the institutional capacity, profile and  corporate image of the KWTA to facilitate effective positioning in the market;
  • Oversee the implementation of recruitment policy, career guidelines, succession  planning policy and rewards and sanctions policy to achieve competitive and  integrated pay and benefits system;
  • Guide the HR Team in the development of a performance management  framework and ensure the KWTA participates in PMS awards such as COYA for  best practices;
  • Oversee the development and cascading of Performance Management to enhance  performance and service delivery;
  • l) Oversee the annual customer satisfaction, employee satisfaction and work  environment surveys;
  • Oversee the development, maintenance and evaluation of the KWTA-wide ICT  infrastructure to connect staff members and to facilitate effective project planning,  data sharing and information sharing within and between the campuses;
  • Offer leadership in the development and implementation of an Enterprise  Resource Planning (ERP) system in order to gives a real-time view of data that can  enable Headquarter and Campuses to address concerns proactively and drive  financial improvements;
  • Oversee the Monitoring, Evaluation and Reporting (ME&R) Framework and  develops, implements, adheres to and monitor compliance to internal financial  controls.

Job Dimensions: 
Financial Responsibility

  • Holds Authority to Incur Expenditure (AIE) estimate at KES. 800M
  • Oversee preparation and submission of the Directorate’s procurement plan;
  • Resource mobilization from the government; development partners and other  stakeholders as well as through payment for environmental services.

Responsibility for Physical Assets 

  • Responsible for physical assets assigned by the Agency
  • Provide oversight for all Directorate’s physical assets 

Decision Making / Job Influence 

  • Makes strategic, operational and financial decisions.

Working Conditions

  • Works predominantly at the office with occasional field visits, travelling, long  working hours, demanding and strenuous.

Job Competencies (Knowledge, Experience and Attributes / Skills). 
Academic qualifications 

  • Master’s Degree in any of the following: Commerce, Accounting, Business  Administration, Public Administration, Finance or any other equivalent  qualification from a recognized institution;
  • Bachelor’s Degree in either Commerce, Accounting, Business Administration,  Public Administration, Finance, or any other equivalent qualification from a  recognized institution;
  • Doctorate degree will be an added advantage
  • Meet requirements of Chapter six (6) of the Constitution of Kenya on  leadership and integrity.

Professional Qualifications / Membership to professional bodies 

  • Professional qualification and membership to a professional body where  applicable;
  • Leadership course lasting not less than four (4) weeks from a recognized  institution;
  • Proficiency in computer applications.

Previous relevant work experience required. 

  • A Minimum of twelve (12) years relevant work experience and at least three (3)  years in a management role in the Public Service or Private Sector;
