Job Purpose:

  • The job holder will be responsible for providing strategic leadership and direction in financial analysis and oversight, managing and implementing financial operations including budgeting, accounting, and reimbursement.

Reporting

  • The job holder is responsible to the Director, Kenya Judiciary Academy

Area of Deployment:

  • Kenya Judiciary Academy Secretariat, (KJA).

Duties and Responsibilities

  • Ensure timely compliance with financial and fiduciary obligations of the Judiciary namely Statutory Financial Reports, quarterly statutory reports, tax compliance and proper interpretation and implementation of financial regulations and procedures;
  • Allocation and monitoring of funds to all identified and approved A.I.E holders and spending units based on approved activities;
  • Advice the Chief Registrar on administration of complementary funding from development partners, including development and execution of budgets;
  • Oversee the proper maintenance of inventory on all bank accounts within the approved signatories;
  • Advice the Director, Kenya Judiciary Academy on regulatory matters concerning public finance;
  • Coordinate the development of appropriate financial information management systems;
  • Coordinate and administer the Academy budget and ensure timely and effective implementation of programmes and activities;
  • Safeguarding assets and records in the finance and accounting units;
  • Lead the preparation of the KJA budget, medium term and annual estimates for presentation to Judicial Service Commission and the National Assembly;
  • Preparation of monthly, quarterly and annual analytical;
  • Expenditure reports to be presented to Management and JSC and Controller of Budgets and National Treasury in accordance with Section 83 of the PFMA 2012;
  • Prepare responses on audit queries and implementation status report on action recommended by the Public Accounts Committee; and
  • Ensure integrity and consistence in the recording and reporting of financial reports

Qualifications

  • A Master’s degree in any of the following disciplines; Commerce (Accounting Finance option), Economics, Finance or any other recognized equivalent qualification from a recognized institution;
  • A Bachelor’s Degree in any of the following disciplines; Commerce (Accounting-Finance option), Economics, Finance or any other recognized equivalent qualification from a recognized institution;
  • Certified Public Accountants (CPA K) or Certified Chartered Accountants (ACCA) or Certified Financial Analyst (CFA) or an equivalent qualification from a recognized institution;
  • Registered member of good standing of Certified Public Accountants of Kenya (ICPAK) or any other recognized professional body;
  • A certificate in Strategic Leadership Development Program or an equivalent qualification from a recognized institution;
  • Demonstrated merit and ability as reflected in work performance and results;
  • Proficiency in computer applications; and
  • Meet the requirements of Chapter Six (6) of the Constitution.

Experience:

  • Minimum twelve (12) years’ relevant work-experience with at least six (6) years in Middle Level Management.
