Project Manager – Implementing DRT Recovery Projects, Current NGO Jobs In Kenya,

The Project Manager will be fully responsible for the oversight and implementation of the project titled “Strengthening Capacities for Crisis Assessment and Recovery Planning”, PDNA Rollout IV funded by the EU and will contribute to other projects implemented by the Recovery team including the project “Strengthening Disaster Risk Governance and Recovery Capacities” approved by EU.

Duties And Responsibilities

The Project Manager will be responsible for the day-to-day management of the DRT’s Recovery Projects. The key functions of the Project Manager are as follows:

  • Provide technical support for the implementation of the DRT’s recovery projects.
  • Provide technical advice for the design and development of UNDP/ UN disaster recovery initiatives in support of the national governments and regional organizations
  • Advocate, develop network and partnership on disaster recovery and related subjects on behalf of DRT
  • Facilitate knowledge building, knowledge sharing, and guidance to all stakeholders on disaster recovery issues
  • Support the Disaster Risk Reduction Recovery Team with any other portfolio-related tasks that include research, analysis, and communication.

Provide Technical Support for the implementation of the DRT Recovery project:

  • Lead the implementation of the Disaster Risk Reduction and Recovery Team (DRT) project on “Strengthening Capacities for Crisis Assessment and Recovery Planning” (PDNA Roll out IV) in consultation with internal and external partners
  • Provide direction and guidance to corporate disaster recovery initiatives at the global, regional, or national level; in particular, contribute to deliverables of the global DRT work plan and the implementation of the PDNA IV project
  • Manage and achieve outputs of projects through project activities and according to the established workplan
  • Contribute to the implementation of the project “Strengthening Disaster Risk Governance and Recovery Capacities” as and when requested
  • Maintain close coordination and dialogue with UNDP Regional Centers, Country Offices as well as the EU, WB and UN Agencies to promote synergies at the subnational, national, regional and global levels for joint implementation of the project activities.
  • Contribute to the design and delivery of PDNA/DRF capacity development programs for pre-and post-disaster recovery planning at national and regional level
  • Monitor ongoing projects substantively through discussing project work plans, progress and performance; conduct evaluation missions and write TORs for consultants; propose direction and solutions in steering committee meetings, resolve problems in execution and implementation streamlining relations between national country offices, consultants and project stakeholders
  • Monitor financial resources and accounting to ensure accuracy and reliability of financial reports
  • Manage and monitor project risks as identified in Project Document. Identify new risks and submit them to the project Board
  • Prepare quarterly projects progress reports and donor reports; Report on activities undertaken in each project at end of assignment.
  • Ensure closure of DRT Recovery projects in Atlas.

Technical leadership and advice

  • Provide technical advice for the design and development of UNDP/ UN disaster recovery initiatives in support of the national governments and regional organizations
  • Provide inputs for the formulation of UNDP/ UN system policy, guidelines and practice notes on disaster risk reduction and recovery.
  • Provide strategic and technical advice, and support the design and initiation of disaster risk reduction initiatives or engagements in areas such as pre-disaster preparedness for recovery, post disaster recovery and post- conflict recovery
  • Support the Recovery Team in conducting Need Assessments and developing Recovery Framework.
  • Facilitate and support PDNA and CRNA and other recovery related trainings
  • Support the design and facilitation of regional and national multi-stakeholder processes, building regional and national capacities for disaster risk assessment and management

Advocacy, networking and partnership

  • Increase awareness of National Governments, UN Country Teams, Regional Centers and regional bodies of PDNA/DRF methodologies and processes Represent UNDP in meetings on disaster recovery and related subjects, including PDNA/DRF
  • Facilitate advocacy efforts related to mainstreaming disaster reduction and recovery into UNDP/ UN system supported development initiatives at global, regional and national level.
  • Establish Disaster Recovery networks and build capacity for Disaster Recovery at global, regional and national level

Knowledge management

  • Facilitation of knowledge building, knowledge sharing and guidance to all stakeholders on disaster recovery issues
  • Lead the documentation and dissemination of lessons learned, including development of communication materials for distribution at global, regional and national level.
  • Organize and plan training on disaster recovery methodologies, in particular PDNA/DRF to be applied at national and national level
  • Promote collaboration and coordination with other UN agencies, government agencies, NGOs, and other organizations on disaster recovery issues
  • Contribute to knowledge networks and communities of practice

Support the Disaster Risk Reduction Recovery Team with any other portfolio related tasks that include research, analysis, and communication

  • Support research on other thematic areas related to disaster recovery and preparedness in the context of the new team strategy and UNDP Strategic Plan
  • Develop briefs, talking points, slide decks, etc.

Institutional Arrangement

  • The Project Manager will work under the guidance and direct supervision of the Recovery Advisor and the Programme Specialist.
  • Under the overall supervision of the Recovery Advisor, the Project Manager will be responsible for the implementation of the DRT portfolio of projects. The Project Manager will be office based and travel when required for project related activities will work in close cooperation with other DRT Team members, UNDP Regional Bureaus and Country Offices.

  • Good understanding and/or direct work experience with development agencies such as international organization and/or national or international NGOs, in particular EU, World Bank, ADB.
  • Experience in inter-agency coordination in post-conflict and/or post- natural disaster settings and working with donors and NGOs.
  • Experience in the development of knowledge products.

Education

Required Skills and Experience

  • Master’s Degree (or equivalent) in development/environmental studies, disaster management and/or climate change adaption or any other related field.

Experience

  • Minimum of 5 years of working experience at national or international level in planning, implementing and managing programs and/or projects related to development – with preference for programs/projects related to climate and disaster risk reduction and recovery

Required Skills

  • Experience as well as knowledge in the areas of Climate, Disaster Risk Reduction and Recovery, including pre-disaster preparedness for recovery and post-disaster needs assessment, is required.

Language

  • Fluent English is required. Working knowledge of another UN language would be an asset.
