Purpose of consultancy 

In the context of the WHO Health Emergencies, the Nairobi Emergency Response Hub has been established to provide a better response by being closer to the countries supported in times of health emergency. The Nairobi hub has seen significant gains since its inception. However, the Hub requires strong warehouse support when consolidating and coordinating orders and supplies through effective and efficient warehousing and distribution activities to improve emergency response to countries. Equally, warehouse, inventory and distribution management expertise need to be built into the operations capacity in the Nairobi’s supply chain management component. 

Background  

The mission of WHO’s Emergency Preparedness and Response (EPR) Programme aims to help countries coordinate international action, prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

Deliverables

  • Within the Hub, the Logistics Officer will report to the Regional Supply Chain Lead (1st level supervisor) while under the overall guidance of the Regional Operations and Logistics Support Lead, who will also be the 2nd level supervisor. The logistics officer, in his role of generalist will have as primary role to support the Nairobi Hub with the warehouse management and distribution operations ensuring a well-rounded logistics and operations support services to successfully implement a rapid, fully functional response to Health emergencies. 
  • Within the framework of the delegated authority, the incumbent is assigned all or part of the following duties which are performed according to the needs and agenda:

Stock chain management:

  • Plan and oversee the effective transportation, delivery and storage of national and international operational support and program supplies, for WHO’s incident management operations in the field.
  • Liaise with responsible officials the timely and efficient customs clearance, reception of international supplies; adapt existing or develop, and implement inventory/stock control management mechanisms; develop and apply monitoring tools and reporting systems.
  • Support with the planning and implementation of capacity building strategy the national staff at the Nairobi Hub to strengthen the current capacities to manage from and End-to-End supply chain activities in order to ensure their adequate quantity, quality and timeliness.
  • Plan an end to end, timely and efficient provision of quality and adequate equipment and consumables to support emergency response operations, aiming to reduce the consequences of crises on health systems and populations 

Others :                                                                                           

  • Support countries in needs definition, forecasting and quantification as and when required.  
  • Support the development and delivery of training programs for member states, OSL staff and other stakeholders.
  • Support countries in the roll out of OSL focused EMT training modules.
  • Perform any other related incident-specific duties, as required by the functional supervisor.

Qualifications, experience, skills and languages

Educational Qualifications

 Essential

  • A first university degree in public or business administration, logistic management, or related field from an accredited/recognized institute.

Experience 

Essential 

  • At least five (5) years’ related experience, at the national and international levels, in managing emergency logistics operations and supply operations in international organizations/institutions, part of which in the field supporting emergency humanitarian operations.
  • Demonstrated ability to develop capacity building tools.

Desirable

  • Prior working experience with WHO / UN agencies, health clusters partners, recognized humanitarian organizations or with an international nongovernmental organization.
  • Experience or knowledge of import/export and customs administration.

Skills/Knowledge

  • Excellent knowledge of Microsoft Office applications.
  • Demonstrated computer skills with emphasis on databases management.
  • Demonstrated monitoring supplies, inventory and forecast skills.
  • Demonstrated skills in using equipment such radio and satellite phones.
  • Demonstrated knowledge of logistics management in an emergency, with proven ability to identify and solve technical problems in difficult circumstances.
  • Excellent analytical and organisational skills.
  • Excellent interpersonal skills and ability to work under pressure.
  • Proven ability to promote cohesive action and convince officials tactfully and diplomatically.

Languages and level required (Basic/Intermediate/Expert)

Essential

  • Excellent knowledge of English or French with working level of the other language. 

Desirable 

  • Working knowledge of another WHO official language would be an asset.
