Job Summary: 

This is a leadership position in which you will ensure a high level of resource stewardship, strict financial accountability, and financial risk management while ensuring the effectiveness and robustness of the Kenya-Somalia Country Program and relevant partners’ financial management systems, processes, and practices in support of high-quality programs serving the poor and vulnerable. You anticipate and manage financial management services needs and delivery challenges, and identify and implement improvement solutions, as needed, to minimize CP and partners’ exposure to financial risk. As a member of the Country Program Senior Management Team, you will provide leadership and management of the financial resources in support of the Catholic Relief Services mission and strategy. You will promote a culture of safeguarding, staff care, Respect, Equity, Diversity, and Inclusion (REDI) in keeping with CRS’ Values and principles. 

Roles and Key Responsibilities:

  • Develop and manage financial processes by policies and provide proactive service delivery, advice, and support to managers, staff, and sub-recipients about managing the whole project cycle (Design, Start-up, Implementation, Close-out), ensuring efficiency and compliance with CRS’ policies and procedures, Generally Accepted Accounting Principles (GAAP), donors’ rules and regulations, and legal requirements.
  • Provide direction and coordination of effective budget development and management (Annual Program Plans and project budgets), ensuring accuracy and consistency of financial data and safeguarding of resources.
  • Ensure integrity of accounting information by reviewing account issues for compliance and establishing quality control over accounting transactions and financial reporting. Oversee maintenance of supporting documentation for a reliable and easy-to-follow audit trail.
  • Lead the preparation of accurate financial data, analysis, and projections and support the Senior Management Team and Program/Project Managers in interpreting data for decision-making and effectively managing financial risks. Ensure that monthly budget review is conducted and discussed with the Country Program Senior Management Team and Budget Managers. Create and share with the Budget Manager financial tips to improve their budget management skills and familiarity with the agency budgeting system.
  • Effectively manage talent and supervise in compliance with CRS’ Values and Principles, and Respect Equity, Diversity, and Inclusion (REDI) commitments. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports. Implement effective and efficient delegation of authority and responsibilities to empower the department’s staff.
  • Oversee the performance of accurate reporting procedures and timely submission of reports to relevant stakeholders (Country Program managers, Regional Office, HQ/Finance, donors, local government entities).
  • Lead assessment of staff and subrecipients’ financial management capacity, ensure capacity strengthening on finance policies and regulations, as needed, and monitor and measure impact. 
  • Lead efforts to close audit financial management findings in a timely and sustainable way.
  • Act as lead contact and responder to Financial issues and ensure the integrity of CRS-Finance operations by reinforcing the culture of accountability. 
  • Ensure the effective implementation of CRS initiatives, including financial systems and procedures. Ensure that the country program financial structure and processes are with the agency initiatives and requirements and that a regular level of effort analysis is conducted for a work-life balance strategy ensuring staff wellbeing. Ensure the Somalia team receives the adequate support and capacity enhancement needed for the good stewardship and accountability of resources. 
  • Support the Internal and External audit by ensuring that all requested information, financial data, and supporting documents are provided in a timely and accurate manner.

Required Languages – High level of English spoken and written skills.

Travel – Should be willing and able to travel up to 25% including to Kenya project offices and Somalia field offices.

  • Internal: HoOPS, Country Representative, DHoOPS, Deputy Finance Managers, HOP, PMs/COPs, Regional RFO, HQ Finance Team, HQ Auditors; Kenya Ethics Manager
  • External: Auditors, KRA and Immigration Consultant, NGO/INGO Finance Manager Community of Practice, Implementing Partners and Sub-recipients’ Finance staff, Donors’ Finance representative

Qualifications

Basic Qualifications

  • B.A. degree in Accounting, Finance, Economics, or Business Administration with courses in accounting, or a qualification in accounting (CPA/ACCA or equivalent). MBA or master’s degree in a related field with a focus on accounting preferred. Professional certification in accounting or a related field is highly preferred.
  • Minimum of five years’ experience in a similar position, preferably with an International NGO.

Preferred Qualifications

  • Knowledge of the relevant public donors’ regulations is highly preferred.
  • Substantial budgeting, budget/expense analysis, and accounting experience.
  • Knowledge of local law in taxation and local regulatory reporting procedures.
  • Staff management experience.
  • Strong experience in presenting and facilitating financial management topics.
  • Proficient in MS Office packages (Excel, Word, PowerPoint, Visio), and Web Conferencing Applications. Knowledge of financial reporting software is highly preferred
