Summary of Role:  

Leads cost proposals and manages all the financial aspects of an award. Provides financial consulting and strategic support to leadership and Presidents of Asia and Africa. Analyze figures and implement recommendations based on the findings. Provides financial support to country offices and project staff regarding management of financial, budgetary, and contractual issues. Reviews and processes all cash requests and manages cash flow for all our country offices.

Key Responsibilities:

Award Administration

  • Leads the monitoring of key financial indicators and project spending for Pathfinder
  • Reviews and approves donor-required invoices and financial reports by awards terms and
  • Review budget revisions for existing awards.
  • Provides budgetary review for sub-awards and project-related procurement.
  • Contributes and assists in preparing management responses to project-specific financial audits.
  •  Participates in the day-to-day oversight of Pathfinder’s project financial performances.
  •  Monitors and analyzes key financial performance indicators for awards in all areas of revenue, expenses, and capital expenditures.
  • Leads the design, implementation, management, and monitoring of award systems and processes.
  • Ensures financial management of Pathfinder awards complies with Pathfinder policies and procedures and applicable donor rules and regulations.

Budgeting:

  • Collaborates with country offices and the Director of FP&A to ensure that all budgets and budget forecasts are developed.
  • Leads and prepares budgets, and budget narratives for cost proposals in compliance with donor requirements and Pathfinder policies. Reviews country office annual budgets.
  • Works strategically with Global Compensation on the country’s extraordinary economic conditions to find short-term and long-term solutions.

Leadership:

  • Collaborates with key stakeholders, including Country Finance Directors, Country Directors, and global staff to ensure efficient, effective financial management of Pathfinder awards and offices.
  • Liaises with the Director of Financial Planning and Analysis and CFO on financial management issues related to Pathfinder awards and offices.
  • Leads, manages or participates in cross-functional project initiatives.
  • Works with country offices to improve the financial management capacity of staff.
  • Works with implementing partners to improve financial management capacity.

Supervision:

  • Recruits, hires develops, and directs the activities of professional accounting and support staff within the department.

Required Education and Work Experience:

  • Bachelors in accounting or finance
  • 10 years’ experience with developing complex budgets.
  • 10 years’ project control experience at a government contractor or a directly related field such as financial analysis, finance, accounting, pricing, or contracts.
  • Experience assisting Project Managers or other Program Leaders
  • Fluent in both English and French language
  • Financial Acumen: Mastery of skills with financial statement analysis, business case modeling, and financial forecasting. Deep knowledge of accounting and budgeting principles.
  • Strategic Planning: Mastery of strategic planning skills. Proven ability to forecast issues in advance, to prevent or mitigate potential impact, both internally and externally.
  • Process Tools: Ability to develop and apply tools to support the finance function.
  • Reporting: Proven ability to develop and deliver required financial reports.
  • Job-Specific PC Applications: Advanced knowledge of Excel and financial planning software packages.
  • Presentations: Ability to develop and deliver presentations on the budgets and forecasts to the board of directors and sub-committees.

Preferred Competence and Work Experience:

  • Masters in accounting or finance
  • At least 3 years of proven USAID experience
  • At least 3 years of experience setting up field offices for USAID contracts or grants.

Travel Requirements:

  • Travel required (20% or less)
