Summary

We are a clearing and forwarding services firm and seek to hire a competent Declaration Officer to join our team.

Job Purpose:

To accurately prepare and process error-free customs entries on behalf of the company within the laid down legal and statutory requirements for the customs clearance procedure.

Description / Responsibilities

In this Senior Customs Operations Specialist position, you will:

  • Communicate and confirm information with external customers to ensure correctness of clearances.
  • Communicate and confirm information with internal departments to ensure the correctness of information that is communicated to customs.
  • Complete any other support tasks as may be requested by the supervisor or manager, including filing, reconciling, or administrative tasks within the customs section.
  • Ensure that all administrative requirements of the customs operation are completed timely and accurately to the satisfaction of internal customers i.e. Resolve queries, ensure vocs are done timely, etc.
  • Receive documents to effect customs clearance.
  • Quality check all documents received before a declaration is processed.
  • Register import ocean and air customs files in the system as required, ensuring all jobs are ready for customs clearance and all files are written up.
  • Prepare all documents for customs clearance.
  • Allocate the percentage of duties to be paid and rectify incorrect take on data.
  • Ensure that the operators have captured the information accurately to ensure compliance with the provision of the Customs Act.
  • Keep KRA and other regulatory body documentation up to date.
  • Ensure that all documentation is properly kept ensuring they are available for future queries or when needed for audit purposes.
  • Finalize client queries.
  • Support other team members by supervising operations and providing backup for absences/ peaks in operational activities.
  • Ensure that client’s queries are attended to timely and that delays kept at a minimum level at all times.
  • Have full tariff classification, tariff determination experience, and value determination experience.
  • Require entry experience: multi-mode – air/ocean/road freight/projects import and full export entry experience.
  • Have full road freight export experience – operations and customs processing.

Shipment Documentation.

  • Confirmation/verification of received shipment documents.
  • Advising on additional information /documents required.
  • Confirmation of invoices to ensure values tally with customs valuation for similar items.
  • Confirmation and advice on HS Codes to be used for IDF/ entries.
  • Ensure documents in files are correct and in order.

Shipment Declaration

  • Applying IDF on the KENTRADE System.
  • Registering customs entries for all regimes- Export, Imports, Warehousing, Transit, and Trans shipments.
  • Preparing the required clearance documents for Port Clerks.
  • Follow up with KRA, Kentrade, and other government agencies for approval of entries, IDFs, and other permits respectively.
  • Advising company and clients in respect to declarations.
  • Ensure timely resolving of declaration issues with authorities.
  • Attend meetings and forums especially those related to Customs Documentation.

Cargo Payments

  • Giving clients estimates of duties and taxes if required.
  • Bonds
  • Assist on preparation of bonds registration and cancellation documents.
  • Operations
  • Ensure forwarding clerks have all required documents for clearance of cargo at KPA, CFS & KRA.
  • Assist to sort out any tariff dispute by the customs officers during clearance and clarification on declaration in case it’s required.
  • Advise the Operations and sales team on the customs procedures, clarifications, duty tariff codes that might be required by the client.
  • Advice management on the correct and most preferred course of action to overcome technicalities that may arise in declaration or clearing operations so as to help realize growth.
  • Specialist Training and Certifications
  • EACFFPC/KRATI/KESRA Certification
  • Single Window, TRADEX, and KENTRADE with vide usage of TRADEX and KENTRADE.
  • ICMS Training is mandatory

Qualifications

Education

  • Diploma In Logistics / Clearing and Forwarding

Experience

  • At least 3 years of experience.
  • Demonstrated experience in handling diverse shipments and full understanding of Air freights and Sea freight clearance procedures
  • Excellent knowledge of KENTRADE, TRADEX, ASYCUDA and ICMS online systems.
  • Excellent Interpersonal & Communication Skills.
  • Attention to details
  • Ability to work long and strenuous hours

Terms And Conditions

It is an urgent fill and preferred candidates are those who can start immediately. Interviews will be done on a rolling basis

Salary: Ksh 50,000 – Ksh 65,000
