The Kenya BioVax Institute Supply Chain Management Officer Job

Job Purpose:

Keep all procurement records properly, maintain inventories and ensure proper disposal methods are adhered to. Additionally, shall ensure that all procurement undertaken by the Institute are within the law.

Requirements:

  • Bachelor’s Degree in any of the following fields: Supply Chain Management, Business Administration, Commerce, Purchasing, Procurement and Logistics or any other relevant or equivalent qualifications from a recognized Institution;
  • Membership of Chartered Institute of Purchasing and Supply;
  • Membership of Kenya Institute of Supply Management in good standing;
  • Valid practicing license;
  • Management course not lasting less than four (4) weeks from a recognized institution;
  • A minimum period of three (3) years relevant work experience in the public or private sector; and
  • Demonstrated merit and ability as reflected in work performance and results;

Key Duties & Responsibilities

  • Implementing supply chain management policies, standards, strategies, guidelines and any other functions that might be stipulated by the National Treasury and the PPRA;
  • Participating in Supplier Sensitization Forums for Youths, Women, PWDS and small and micro-enterprises organised by the Institute to facilitate compliance to 30% Access to Government Procurement Opportunities as Article 227 and Article 55 of the Constitution of Kenya, 2010 and PPDA, 2015;
  • Implementing strategies for creating a high performing institutional culture to ensure procurement is undertaken on sound management principles and practices;
  • Assisting in preparation of annual procurement and disposal plans for the Institute;
  • Preparing, publishing and processing tenders and asset disposal documents/opportunities to facilitate fair competition;
  • Maintaining lists of registered suppliers for the institute including publishing on the institutes website and Public Procurement Information Portal (PPIP) in accordance to executive order No. 2 of 2018;
  • Participating in   sourcing, supplier   evaluation/rating, inviting   offers, negotiations and contracting;
  • Preparing agenda and taking minutes for tender and procurement committee;
  • Conducting demand planning, inspecting utilization and taking stock of supplies;
  • Drafting bid awards and tender advertisement notices;
  • Verifying payment documents for goods and services delivered to the institute by suppliers;
  • Updating contract details in government portals that is PPIP (Public Procurement Information Portal);
  • Preparing prequalified list of suppliers;
  • Conducting stock control and reconciliation, stock taking and stock audit exercise; and
  • Participating in the preparation of periodic and annual supply chain management reports.
