Programme Manager-Meal Job Concern Worldwide

Job Summary:

The job holder will be responsible for designing, planning, coordinating, implementing, analyzing and reporting of all surveys, surveillance activities, operational research and other assessments. S/he will also be responsible for designing data collection tools, digitizing them on the MEAL system and ensuring the quality data/information is achieved through the system. The Manager will strengthen the capacity of Concern Kenya program team and stakeholders in assessment/survey design, implementation and create a pool of staff able to conduct surveys and assessments produce county profiles and county situational analysis. S/he will also support the generation of evidence through monitoring and evaluation activities to inform lesson learning and adaptive management. Within delegated responsibilities by the supervisor s/he will deputize the Programme Advisor- MEAL in the provision on technical oversight, reporting and supervision of the work of MEL and Accountability Officers.

Responsibilities

Programme Support and Survey Management

  • Planning, designing and implementation of all surveys, surveillance activities and assessments undertaken by Concern across all its sectors of operation
  • Provide technical support to all programmes (Health & Nutrition, Livelihood, Education, and Governance) in designing survey/ assessment methodologies and survey materials in accordance with the guidelines provided by Concern and government/line ministry collaborators.
  • Ensure presentation of survey proposal/methodology/results preparation and validation process is done in a timely and proper manner.
  • Conduct training of the survey teams, supervise data collection and entry, and ensure quality data is collected in all supported assessments and surveys
  • Lead the survey teams to conduct data analysis and production of draft and final report of the preliminary results in addition to field report
  • Develop the survey/assessment report in collaboration with MEAL Officers and technical programme team.

Capacity Building, Collaboration and Learning

  • In conjunction with the technical managers, identify capacity-strengthening needs of program staff and partners; develop training materials and execute capacity building plans on use of digital data gathering, analysis and use of information gathered for evidence based programing
  • Build and strengthen capacity of staff and various stakeholders in the conduct of surveys/assessments across the sectors – Health and Nutrition, Livelihoods, Education and Governance
  • Provide technical support and trainings to program teams in collaboration with their respective technical managers, focusing on appropriate approaches and methodologies; conceptual and practical frameworks; Sphere standards and analysis tools for effective and quality delivery of program.
  • Ensure maximum collaboration with various stakeholders especially line ministries and participate in the development, review and validation of key plans, guidelines, tools and strategies.
  • Generate credible evidence from analysis of trends and systematic reviews of data generated from monitoring activities and evaluations to inform lessons learning activities; support documentation of learnings as well as the development of learning papers/briefs across the sectors; publish program learnings and best practices in knowledge management series and other forums
  • Work closely with Communications & Advocacy teams to support dissemination of lessons learned, best practices and programme achievements

Monitoring and Evaluation

  • Provide technical support to Technical Leads in the development of program log frames, definition the program indicators and verification of program level tool kits
  • Participation in new programme/strategy development – MEAL specific as well as narrative and financial parts of the program proposals for the country program.
  • Participate and contribute in the writing of the quarterly, semi-annual and annual program reports
  • Periodic monitoring of the existing MEAL system to ensure quality data is collected and utilized to support periodic reviews of program performance
  • Provide supportive supervisory visits to projects and/or partners to monitor implementation.
  • In liaison with the Programme Advisor- MEAL, support the MEL of sector programs (Livelihoods, Governance, Education, Health, Nutrition and WASH )
  • Document and disseminate experiences and lessons learned on each of the programme areas to ensure Concern’s profile is raised at national and international levels.
  • Compile high quality situational analysis, infographics and presentations.
  • Lead the design of operational research methodology and support implementation and dissemination

Other Duties

  • Adhere to and promote the standards outlined in the Concern Code of Conduct and associated policies to their team, beneficiaries, and be committed to providing a safe working environment
  • Participating and contributing towards Concern’s emergency response, as and when necessary
  • Comply with Concern’s health, safety and security guidelines during emergencies
  • Take all possible measure to meet Core Humanitarian Standards (CHS)
  • Any other duties as assigned by the Line Manager

Qualifications:

  • A bachelor’s degree in Statistics, Epidemiology, Economics with a strong statistical focus and survey/surveillance background.
  • At least five (5) years’ experience in surveillance and surveys (SMART, SQUEAC and LQAS methodologies) and in data management including qualitative and quantitative data analysis for large data sets
  • Substantial experience in information management, M&E designs, tools and methodologies using digital tools and platforms
  • Proficiency in statistical software (Epi Info, ENA, SPSS, STATA and ArcGIS) and digital data gathering technologies
  • Proven competency in ethical principles of research, statistical analysis and complex survey design
  • Excellent report writing, communication, interpersonal, ToT, networking and coordination skills
  • Proficient in the use of computer applications (Ms. Office suite)
  • Fluent in both spoken and written English and Kiswahili.
