Role Summary

  • The Division exists to achieve a dual function of ensuring Kenya is well represented in UNESCO and that UNESCO’s presence is visible in Kenya. Specifically, work in the Division entails: participation in UNESCO Environment and Bio-diversity international meetings and processes; contribution to UNESCO Environment and Bio-diversity activities; provision of expert advice to government on UNESCO Environment and Bio-diversity matters; co-ordination of ratification of UNESCO
  • Environment and Bio-diversity related conventions and protocols; formulation, implementation and evaluation of UNESCO Environment and Bio-diversity activities in Kenya; promotion of UNESCO
  • Partnerships & collaborations in Environment and Bio-diversity ; mobilization of resources for UNESCO Environment and Bio-diversity activities; capacity building on UNESCO’s Environment and Bio-diversity agenda; dissemination and creation of awareness on UNESCO Environment and
  • Bio-diversity activities; collaborating with UNESCO and other UN agencies on Environment and Biodiversity issues; and nomination of candidates for UNESCO Environment and Bio-diversity prizes, awards, fellowships, scholarships, study grants and posts.
  • The Division shall form part of the secretariat to the Natural Sciences Programme and Expert Committee.

Purpose of the Job -To ensure policy implementation and management of the Environment and
Bio-diversity Division under the guidance of the Programme Director, Natural Sciences.
Remuneration- Gross pay Ksh. 179,000 – 229,000 Pm
Leave Allowance – Ksh. 10,000
Medical Allowance – As per scheme rules
Group Life & Accident Cover– As per scheme rules
Terms Permanent and Pensionable
Pension Contribution rate (basic salary)
Employee 7.5%

Responsibilities for the Director of Programme Environment Job

The officer will be responsible to the Deputy Secretary General, Technical Programmes through the Programme Director, Natural Sciences for the development and implementation of UNESCO Environment and Bio-diversity programmes and activities in a results oriented and timely manner to achieve the Corporations’ goals, objectives and agreed performance targets. This will entail inter alia:

Duties:

  • Be responsible for the day to day operations of the Environment and Bio-diversity Division and achievement of its functions and objectives;
  • Develop and implement the Division’s annual operational plans, performance contract and budget;
  • Recommend to the Programme Director effective processes, systems and internal controls in the Division including succession plans;
  • Coordinate the formulation, execution and communication of UNESCO related Environment and Bio-diversity Division policies, strategies, and plans and ensure their evaluation thereof;
  • Prepare relevant Environment and Bio-diversity Division policy and technical papers andmprovide follow up activities as may be required;
  • Mobilize technical support for the execution of the Division’s programmes and activities
  • Serve as the focal point of the Environment and Bio-diversity Division;
  • Promote effective partnerships and collaborative networks within the Environment and Biodiversity Division sector;
  • Develop relevant programme and project proposals for implementation
  • Be responsible for stakeholder management dealing with the Environment and Bio-diversity Division;
  • Facilitate and support the activities of the Natural Science Programme and Expert committee; and Any other tasks as may be assigned by the Secretary General/CEO.

Qualifications for the Director of Programme Environment Job

  • A minimum of a Master’s degree in Environmental Sciences from a recognized and accredited institution
  • Experience Possess a minimum of nine (9) years continuous experience in the environment management profession of a reputable organization;
  • Have at least three (3) years’ experience in an equivalent or comparable senior management position dealing with leadership or management responsibilities;
  • Demonstrated proven ability and results in managing a comparable environmental portfolio of a national or international character;
  • Demonstrated good industry knowledge of the environment sector including ongoing reforms;
  • Demonstrated working knowledge and experience in the formulation and/or implementation of international environmental agreements/conventions/protocols;
  • Demonstrated relative international exposure in international meetings and processes
  • Demonstrated experience in national environmental policy formulation and implementation processes
  • Demonstrated working knowledge/experience in the formation of institutional partnerships/collaborations frameworks;
  • Demonstrated competence in project management (design, proposal writing and/or implementation)

Diplomatic, pro-active, approachable, flexible, have integrity and commitment to production results, self-motivated, dependable, organized, professional and must satisfy the requirements of chapter six of the Constitution of Kenya on leadership and integrity.
