Position Objective

  • To document best practices, the project’s implementation journey and share success stories.
  • The Officer will work under the Head of Planning, Monitoring and Knowledge Management.

Responsibilities

The Monitoring, Evaluation and Knowledge Management Officer will deliver on the following duties and responsibilities:

  • Oversee and execute M&E activities included in the FLLOCA Projects Annual
  • Work Plans with particular focus on results, impacts, best practices, lessons learned, emerging issues and setbacks in implementation.
  • Collect data on a regular basis to measure achievement of Programme targets against the performance indicators.
  • Maintain and administer the M&E database; analyse and aggregate findings under FLLOCA Programme
  • Support project progress reporting, project mid-term review and final evaluation.
  • Support to Counties to meet minimum performance requirements for the investment grants access
  • Document the FLLoCA implementation journey in the Counties in close
  • Consultation with Environment and Climate Change Committee.
  • Identify key unique ways of project implementation in different Counties and document the successes for the purpose of promoting inter-county knowledge exchange.
  • Compile compendia of best practices on matters of climate change adaptation and mitigation related to County climate actions on FLLoCA
  • Upload and update documented materials on the Maarifa Centre website
  • Provide technical support to Counties to embrace documentation and knowledge sharing on climate-related matters.
  • Share reports compiled in County workshops on climate action information and other subjects of climate change on the Maarifa portal.
  • Develop articles, CoG opinion pieces on climate change to be shared with the media.
  • Capture quality photos to tell the implementation story in imagery and words.
  • Provide the needed media publicity through social media on climate action information and best practices in the County.
  • Steer implementation of the COG FLLoCA work plan and budgets
  • Any other task assigned by the Supervisor

Qualifications

  • Bachelor’s degree in Project Management, Monitoring and Evaluation, Communications or Knowledge management-related field.
  • At least six (6) years of experience in Project Management, Monitoring and Evaluation, communication or knowledge management-related field of study
  • Knowledge of documentation and storytelling including photocapturing skills.
  • Familiarity with compiling books and publications
  • Requisite knowledge and experience in devolution space in Kenya
  • Previous experience working with the National or County government.
  • Fluency in oral and written English and other communication related skills
  • Experience in Administrative work and knowledge management

Competencies:

  • Ability to document and tell stories in both print and imagery.
  • Ability to compile documents in books and publications including compendia on climate change matters for dissemination.
  • Ability to share approved articles on climate change with media through the existing CoG media partnership.
  • Familiarity with knowledge management required skills.
  • Ability to work independently and as part of a team.
  • Attention to detail and ability to work under pressure and meet deadlines.
  • Strong interpersonal skills, including the ability to work effectively with people from diverse backgrounds.
  • Knowledge of project management principles and tools.
  • Knowledge of the methodology of conducting Evaluability Assessments
  • Knowledge in results-based programming
  • Proven expertise in evaluating programmes focusing on Knowledge
  • Management related and Climate Change Programmes
  • Extensive knowledge of qualitative and quantitative evaluation methods

Duration of the Assignment

  • The duration of the engagement will be three (3) years renewable for a similar term subject to performance and availability of funds
