WASREB Manager Monitoring and Inspectorate Job

Job Purpose:

An officer at this level will work under the guidance and supervision of a Director Monitoring and Inspectorate.

Reporting Relationship:

This role reports to Director Monitoring and Inspectorate.

Supervises:

Senior Monitoring and Inspectorate Officer and Monitoring and Inspectorate Officer.

Duties and responsibilities at this level will entail:

  • Ensure surveillance of the sector through inspections including compliance with standards for design, asset development & Management, Water quality, Operation & Maintenance, governance, Non-Revenue Water, and human resource;
  • Evaluate and review the capital works plan of the WSPs and Water Works Development Agencies (WWDAs);
  • Ensure proper handover of assets for water and sanitation services provision;
  • Monitor compliance and enforcement of minimum service level commitments;
  • Monitor and regulate licensees and enforce licence conditions;
  • Inspect water works and water services to ensure that such works and services meet the prescribed standards;
  • Monitor progress in the implementation of the Water Strategy and make appropriate recommendations;
  • Ensure independent review or analysis of water and waste water quality reports are undertaken;
  • Undertake verification and analysis of water and waste water data and information and prepare consolidated national or regional reports on the same
  • Liaise with advocacy team on dissemination of water and waste water regulations, rules, and standards to targeted users.
  • Monitor and analyse the performance of Water Utilities, and propose appropriate action.
  • Contribute to the development of the data collection tool used by the Water Service Providers and WWDAs
  • Support capacity building of the Counties to undertake monitoring activities
  • Oversee the activities of the part-time inspectors
  • Play a senior leadership role in bringing the WASREB internal community along to support the outputs delivered by developing effective and strategic relationships
  • Promote stakeholder/public participation in the provision of water services.
  • Play a senior leadership role in bringing external stakeholders along with the WASREB through open, professional, and proactive engagement and with enforcement partners in relation to specific cases.
  • Build a highly effective team, by leading, managing and motivating staff and by directing and coaching them where appropriate, so that they achieve excellence in delivery.
  • Take responsibility for the reports emerging from the Department
  • Coordinate the Department’s budgeting and Cost containment within the budget.
  • Manage the skills development for staff to ensure that training needs are properly identified and appropriate training is arranged
  • Manage and conduct performance management reviews for the Department.
  • Work closely with departmental heads to develop goals and initiatives.
  • Ensure quality control of work
  • Liaise with stakeholders on operational and financial sustainability of water utilities
  • Responsible for physical assets assigned by the Board.

Person Specification

For appointment to this grade, a candidate must have:

  • Master’s Degree in Engineering, Science, Business Administration, or a relevant field from a recognized institution
  • Bachelor’s degree in either Engineering, Science, Economics, or any other relevant field from a recognized institution
  • Membership of a professional body and in good standing;
  • Management course lasting not less four (4) weeks;
  • At least Ten (10) years’ work experience;
  • At least Three (3) Years’ experience in Management;
  • Meet the requirements of Chapter Six (6) of the Constitution.
